A Pre Amp is a Control Amp which transfer the signals to a Power Amp. Your Receiver is Tuner with a Pre Amp (you have controls for Treble, Bass, Balance, Input Selector etc) internally connected to a Power Amp (you have LM Speakers connected)In your case (if you want more power) you have to exchange your receiver to a more powerful model or use a combination of Preamp and Main Amp having higher output than your 221 Receiver.
