The "drop outs" probably refers to the preamp/power amp switch in the back that can accumulate some filth over the years, - I havent had any problems with mine, but for the ones that might, I imagine applying some cleaning spray to the switch should clear it up.

As opposed to buying something from the Original Owner, what you buy at some 2nd hand store is usually sold "as-is", and there isnt much background history information available on the particular unit. See what the return policy is at that store thats selling the 717. If you buy the amp and it works fine, thats great, but if there is a problem with it, and you can return the amp and get a refund, then you havent really lost anything.
